Is swaddling required for a UK newborn?
No. It is a comfort wrap some families like in the startle weeks. It is optional. Keep hips free to move. Stop as soon as they show signs of rolling — arms must be able to push up. A muslin is not a cot quilt. If they already sleep in a bag, you do not need a wrap as well. NHS and Lullaby Trust pages still win on sleep position.
When is a sleeping bag the better product?

Are weighted swaddles or bags a good idea?
No as a house buy. UK safer-sleep advice does not want extra weight on a baby in a cot. We will not hop you to a weighted wrap. Bags without proper armholes and stretchy necks are a skip even before a recall. Check OPSS if a marketplace listing looks odd.
Can you use both in the same night?
Not as a stack. The wrap or the bag is the layer, plus a vest or sleepsuit. Two products that both pin or both add TOG is how overheating starts. Transition styles that open the arms are a sequence, not a double wrap. If they are sweaty at the chest, remove a layer now. Hands are a poor guide.
